Q: How would you model a VFD on chiller pumps that varies only in the range of 70% to 100%?

It can be done with a combination of conventional and VFD pump. Set up a conventional pump to a kW that is 70% of the full speed "real" VFD pump, and another "equivalent" VFD pump with a kW of only 30% of the "real" VFD pump.
