There are two effects of using a glycol mixture in a chilled water loop:
One is to be able to lower the chilled water (that is, liquid) temperature -- that one is easy, since MM will set it to whatever you tell it, regardless of physics.
The other is a change (decrease?) of metal-liquid heat transfer coefficient inside the coils. This, indeed, we can model only by a change in COP.
