Because there are other loads that are not included in this report. Specifically, they are fan heat and system oversizing margin. If you open your project to the system loads data form, and compare what you see to that in the central plant loads summary report, you will be able to match the transmission, solar gains, internal gains, infiltration, zone ventilation, ducts, and total load. But you will see also that fan heat and system ventilation were not included in the report
